  With the exception of the United States there has been significant progress in the deployment of EMV-pliant point of sale equipment and the issuance of debit and or credit cards adhering the EMV specifications.

  Debit cards and secured credit cards are popular among college students who have not yet established a credit history, or the "unbanked". The goal of EMVco is to assure the various financial institutions and retailers that the specifications retain backward patibility with the 1998 version.

  The customer's card is swiped through a card reader or inserted into chip reader and the merchant usually enters the amount of the transaction before the customer enters their account and PIN.

  Many smaller merchants in France refuse to accept debit cards for transactions under a,¬15.25 (equivalent to 100 French Francs) because of the minimum fee charged by merchants' banks per transaction.
